steps to reproduce:
1. login as admin
2. enter a forum
3. click "manage forum" link at the button
4. select one topic and click "move" button
5. redirect to forum index page and none of topic is moved

I think the topic can be moved, the problem is the posts amount and topics amount in that category will not be changed. For example I moved topic x from category A to B, the topics and posts amount of category A and B both not changed.
